Eligibility and review

The ordinary categories are doctoral degree holders and currently enrolled doctoral students. Other applicants may choose “Other qualifications (exceptional application)” and accurately explain their education, professional qualifications or relevant experience and reasons. The competent Association body will assess each case under valid statutes and rules. This is an exceptional consideration route, not automatic eligibility or membership. The internal documents and their consistency with the statutes remain to be checked.

Doctoral applicants should provide the degree or current enrolment evidence appropriate to their category. Other applicants may provide evidence relevant to their stated background and reasons; doctoral evidence is not required from that category. Redact unrelated details. Identity cards and passports are not required for the initial application.

Information covers name, email, institution, qualification or enrolment, exceptional-application background and reasons, research background and redacted necessary evidence. Optional fields do not affect the basic application. Do not include unrelated identity numbers, health, religious or political information.
Required fields and consequences: Required fields should be limited to verification and necessary contact. Missing necessary information may prevent a decision; enquire about alternative verification. A submission route within Macao has not been verified and is not presented as available.

Legal basis and controller duties: The Association must handle data under Macao Law No. 8/2005, the Personal Data Protection Act: Article 5 on purpose, proportionality and necessary retention; Article 6 on lawful processing; Article 10 on the collection notice; Articles 11 and 12 on applicable access, correction and objection rights; Article 15 on security and processors; Articles 19 and 20 on overseas transfers. Processing notification or exemption is separately assessed under Article 21.
Risks of internet transmission: Internet submission or transmission carries a risk of access or use by unauthorized third parties. The Association remains responsible for appropriate safeguards; checking a consent box does not remove that responsibility.
Recipients of applications and attachments: Authorized Association reviewers are the proposed recipients of the application and attachments. Hosting and backup providers may process them only under verified service arrangements. The publisher mailbox sends verification codes only; that role does not grant access to full membership details or attachments.
Browser preparation and email are different: Email verification sends the contact email, notice version and both consents to the website verification service. The publisher mailbox mpupcomlim@gmail.com sends a one-time code. The server retains keyed email and network-source digests, a code hash, expiry and necessary anti-abuse metadata, never a plaintext code. Academic entries otherwise stay in page memory without automatic upload. The applicant controls copies, downloads, email drafts and sending the complete application to the Association. Send the application from the verified mailbox.
Recipients and overseas processing: Authorized membership reviewers, the publisher sending verification email, the website host and necessary email service providers. Gmail is the proposed receiving mailbox. Google’s public policy permits processing outside the user’s country of residence. The actual receiving legal entity, processing countries or regions, subcontracting and contractual safeguards for this account remain unverified; storage solely in Hong Kong cannot be claimed.
Website hosting and connection logs: The website host location is not the storage location of application entries. Whether host logs contain IP addresses, their retention and related processing must be checked separately; membership checkboxes do not grant a blanket authorization.
Retention and deletion: The Association must specify necessary retention periods, start dates, deletion and backup handling separately for unsuccessful applications, qualification evidence and approved member records. Exact periods and implementation await approval. No automatic deletion is claimed.
Rights and withdrawal: Contact the Association to request access, correction, legally applicable erasure or blocking, applicable objections or withdrawal of consent-based processing. Identity must be checked and requests handled under applicable law; other legal retention duties do not automatically disappear. If overseas processing is unacceptable, enquire about another feasible route. Complaints may also be made to Macao’s Personal Data Protection Bureau.
Security and service providers: Restrict access to authorized personnel, secure mailboxes and devices, review service contracts and safeguards, and establish deletion, backup and incident procedures. Operational measures remain to be tested; a website statement is not implementation evidence.
